The Tender is an administrative procedure, implemented through a public call, by which a party (contractor) awards a job or a service provision to a third party (client), on the basis of specific criteria and requirements.

 

Procedure

The Departments participation in call for proposals must be previously authorized by the Rector, so as to guarantee that the services provided by the tender belong to the institutional goals of Politecnico.  

The procedure includes the following phases:    

PHASE 1 – Evaluation
  1. the DAUIN Research Office analyses the terms & conditions and the contents of the bidding documentation, including the related restrictions imposed by the procedure;
  2. the DAUIN Executive Committee starts the approval process of the tender contents, and, when available, of the contract outline;
  3. the DAUIN Research Office prepares the documentation (administrative, technical and economic) and draws up the Request for Authorization to the Rector to partake in the procedure.

Such authorization must include the following information, to be promptly transmitted from the Scientific Coordinator to the DAUIN Research Office.

  • the procedure references and the participation (TJV, subcontrat, reliance on the capacity of other entities;
  • the institutional nature of the activity;
  • the related costs, including reimbursable expenses, general expenses and profits.

This information must be sent to the DAUIN Research office, only via e-mail, to [1], at least 10 working days prior the deadline for submission, so that the Research Office can check its compliance with legal and regulatory obligations.    


PHASE 2 - Application to tender
  1. Once the Rector’s authorization is obtained, the Department, via the Research Office, signs the economic and, if needed, technical, documents required by the call for tender. Please note that the Heads of Department, following a specific Rectoral Decree, are delegated to the signature of such documents. In case the signature by the legal representative (the Rector) is required, the Research Office will send all the documents to the AGACON Department for their acquisition.
  2. The Research Office and the AGACON Department will send all the documents, duly signed, to the Contracting Authority (usually through a dedicated tender portal).

 

Take part in the Italian Space Agency (ASI) and European Space Agency (ESA) competitions

Follow the procedure indicated in the Regolamento Convenzioni e Contratti per Attività in collaborazione o per Conto Terzi - Allegato D - Partecipazione alle procedure per l’affidamento di contratti pubblici nazionali. (Regulations on agreements and contracts for collaboration activities or Third-Party projects – Attachment D- Participation in national public procurement procedures).

The financial offer must be prepared according to the single competition rules, with particular focus on Staff costs.

Usually, the Staff costs are calculated using salary tables: :

  1. The Reference gross annual cost is indicated in Column F (total gross annual cost), then divided by 1600 hours. The result is the cost per hour for each displayed figure
  2. General expenses are applied only when specifically indicated in the competition
  3. Total hours are counted as 1250 hours per year, per person. They don’t have to be entered in the timesheet, since they are to be intended to contracted research
  4. The hourly cost detail sheet must be filled in as follows:
    - Gross annual salary: salary tables – column B
    - Organization social charges: salary tables – column C
    - Annual TFR (severance pay) provision: do not fill in
    - Other charges borne by the Organization: salary tables – column E.

Given the significant responsibility and the numerous fulfilment obligations which derive from the Prime Contractor position, we recommend that this position is covered by private parties who apply to such competition. .
